Inanticipation of your
approval I have acceded to urgent request of Charge
d'Affaires at lanking to release munitions in future without
his individual authentication of huchaos. I am satisfied
that Chinese agents in Hong Kong whose names ho gives aro
genuinely accredited by Central Government and that previous
routine is now an unnecessary formality. If this is not
approved I can readily revert to provioue procodure.
